Well yes, as already stated before: If you don't know practically any HTML, funky-chickens.com would be a good place to start.

If you need layout ideas or would like to take the easy route, I'm going to suggest you look at sites such as magitek-designs.net. They offer hundreds of premade quality layouts, many of which are anime-oriented.

If you need any graphic or coding help, I would be happy to assist - but I mainly only work with div-layers.
